'Apartheid still practised'
The council of the International Amateur Athletic Federation has refused to allow South Africa's return to international competition, saying that apartheid is still rampant in sport in South Africa.
The meeting was held on the eve of the World Athletic Championships in Tokyo. The IAAF congress ratified the decision on August 21.
The council heard a report from an IAAF delegation that recently visited South Africa. It reported that "there is currently no unity, no final constitution, no development programme, and in some instances apartheid is still being practised" within South African athletics.
