About 100 people protested on October 22 against the Brumby government's proposal to allow brown coal exports to India.

The government said the export of brown coal — the most polluting kind of coal — would prevent India from using an even dirtier energy source. Environment Victoria's Mark Wakeham said the decision was like saying because you can't bring world peace, it's OK to start a war.
